A fine headline on the Bank Holiday decreed by recently-elected FDR, with banner headline: "NATIONAL BANKING HOLIDAY IS ORDERED BY ROOSEVELT" with subheads including: "President Takes Command of U.S. Supply of Gold". Also a photo of the Roosevelt inaugural ceremonies. 
This was the Emergency Banking Act, passed by Congress in an attempt to stabilize the banking system.
Presumed to be complete with pages 1-10, very nice condition.
