Lee were deep into their northward advance during the Gettysburg Campaign, with elements of the Army of Northern Virginia operating on Pennsylvania soil. Lt. Gen. Richard S. Ewell’s Second Corps had pushed through the Cumberland Valley after defeating Union troops at Winchester earlier in the month, sending alarm through the state as Confederate columns moved toward Carlisle, Chambersburg, and the outskirts of Harrisburg. Panic spread among civilians, state militias scrambled to defend key points, and Governor Andrew Curtin called for emergency measures to protect the capital. Meanwhile, the Union Army of the Potomac, newly under Maj. Gen. Joseph Hooker, raced north in pursuit, setting the stage for the looming confrontation that would culminate less than two weeks later at Gettysburg.
