background: The 1977 Toccoa, Georgia dam disaster occurred in the early hours of November 6, 1977, when the Kelly Barnes Dam, an earthen dam located above Toccoa Falls College in Stephens County, catastrophically failed after days of heavy rainfall. Around 1:30 a.m., the dam gave way, sending an estimated 20–30 million gallons of water rushing downhill at high speed into the campus below. The sudden flood destroyed dormitories and homes in its path, killing 39 people, most of them students, and injuring dozens more. Investigations found the dam—originally built in 1899 for power generation—had been poorly maintained, inadequately engineered, and repeatedly cited for safety concerns that went unaddressed. The tragedy became one of Georgia’s deadliest man-made disasters and led to major reforms in state and federal dam safety regulations, as well as long-term legal settlements for victims’ families.
