background: Judge James A. Boyle’s inquest into the Chappaquiddick incident, in which Mary Jo Kopechne died after Senator Ted Kennedy’s car plunged off a bridge, concluded with serious doubts about Kennedy’s account of the night. Boyle determined that Kennedy’s turn onto Dyke Road, which led to the bridge, was likely intentional rather than a navigational error, directly contradicting Kennedy’s claim that he was headed toward the ferry. The judge found Kennedy’s driving—estimated at 20 mph in dark, unfamiliar, and unlit conditions—to be negligent and possibly reckless, particularly given his knowledge of the area. Boyle stated there was probable cause to believe Kennedy’s actions contributed to Kopechne’s death and could justify criminal charges. However, despite this legal threshold, Boyle chose not to issue an arrest warrant, and a grand jury later declined to indict. The report cast a long shadow over Kennedy’s credibility and political future, reinforcing public suspicions of preferential treatment and a cover-up, even as Kennedy continued to serve in the U.S. Senate.
