The top of page 11 has a one column heading: "GOEBBELS SPURS ABUSE FOR JEWS" with subheads. This report contains the "Ten Commandments" against the Jews in Nazi Germany. (see images)
I suspect this to be an extremely rare item because their was really no reason to save it at the time.
Complete with 48 pages, light toning at the margins, nice condition.
Note: On November 13, 1941, Joseph Goebbels, the Nazi Minister of Propaganda, issued a set of directives known as the "Ten Commandments" against Jews. This was not a religious text but a piece of virulent anti-Semitic propaganda designed to dehumanize Jews and justify the Nazi regime’s escalating persecution during World War II. Published in the Nazi weekly Das Reich and broadcast over German radio, these "commandments" were a chilling reflection of the regime’s intensifying genocidal policies.
