The top of the front page has three column headline: "PANAMA CANAL NOT TO BE BUILT BY CONTRACT" with subheads. (see images) Surprisingly this issue is in good condition being from the "wood pulp" era. Very hard to find issues that are not totally fragile from this era in paper.
Complete with 8 pages, small library stamp within the masthead, generally nice.

Note: In early 1907, the United States government made a pivotal decision regarding the construction of the Panama Canal. After evaluating and ultimately rejecting several private tenders for both construction and labor supply, the U.S. opted to undertake the canal's construction under direct government control. This shift marked a significant change from previous plans that considered contracting private companies for the project.
