The top of the front page has a one column heading: "THE FLUME" with subheads and two related images. (see images) This was the opening day of the San Diego Flume. Probably only found in a San Diego publication, very rare as such.
Eight pages, a hole within the first paragraph of the mentioned report, some wear at the margins, some archival meaning along the spine and on page 2, generally good.

source: City of San Diego: Riding the water in the 37-mile elevated flume was a popular sport in the 1880s. The flume was built by San Diego Flume Co. 1886-1889. On opening day (Feb. 22, 1889), dignitaries were on hand to ride boats from the Diverting Dam to Lakeside, including California Governor Robert W. Waterman (seated front right). 315 trestles carried the flume across valleys, canyons and ravines. The flume's usefulness eventually was replaced with other water sources and today there are very few remnants of the old line remaining.
