Page 3 has a 1.5 column article on voter fraud which includes in part: "They resorted to every means in their power to increase their vote. They’ve made a regular business of going from one Township to another and voting some of them as often as five times, and as many different places. Men are imported and carried like cattle from one place to another. They are allowed to vote over and over again, under change names and personal disguises.". This has been identified by some as the very first "October Surprise".
