AI notes: On December 31, 1795, President George Washington signed an Act of Congress that appropriated funds for the U.S. government in 1796, including significant military expenses. These funds supported the Army’s pay, provisions, and clothing; the construction and maintenance of forts and coastal defenses; national armories like the one at Springfield; and the Indian Department. The appropriations aimed to maintain national security and stabilize frontier regions during a time of ongoing international and domestic tensions.
