How England is to deal with its Loyalists remaining in America...

THE EDINBURGH ADVERTISER, Scotland, Feb. 18, 1783  Page 2 has reports from the "House of Commons" with one of the subheads being: "American Loyalists". This portion of the reporting deals with how to take care of them due to their loyalty to the crown during the war, etc. 
Page 3 has an item beginning: "The garrison of Quebec consisted...of 5600; these are to be augmented to 8000 effective troops form the garrison at New York as soon as the troops are withdrawn from thence... necessary to have some strong posts on the boundaries between British Canada & that which it ceded to the Americans states...".
Page 3 has a report beginning: "The Independence of America will necessarily raise a rival to this country that will one day dispute with us the empire of the sea...". How true this would become.  
Eight pages, 8 1/2 by 11 1/2 inches, partial red tax stamp on the back page, nice condition.
