AI notes: In 1797, Congress passed a bill appropriating funds for the completion of three frigates—United States, Constellation, and Constitution—originally authorized by the Naval Act of 1794. Construction had been delayed due to a temporary peace with Algiers, but rising tensions with France during the Quasi-War revived the need for a naval force. The appropriation ensured these warships were finished, outfitted, and ready for service, forming the foundation of the United States Navy and marking a significant step in establishing American naval power.
