Near the bottom of page 2 is a brief yet very notable report on "Seward's Folly" headed: "The Russian Bargain Completed" which includes in part: "The president issued a proclamation on Thursday announcing the ratification treaty with Russia, ceding the Russian American possession to the United States..." followed by text of the proclamation.
Four pages, very nice condition.
