Page 2 has the complete printing of "AN ACT Laying an Embargo on all ships & vessels in the ports & harbors of the United States" prefaced with an introductory piece: "Yesterday about two o'clock the injunction of secrecy was removed from the late confidential proceedings of the two Houses of congress, and the following act made public."
Four pages, light water staining, some tears & minor chipping at margins.
