Most of pages 2 and 3 are taken up with President James Buchanan's final state-of-the-union address, obviously with much focus on the disunion of the country & concerns for the coming Civil War.
It is headed: "PRESIDENT'S MESSAGE" and is signed by him on page 3: James Buchanan. A very significant address just months before Abraham Lincoln's inauguration and the outbreak of the Civil War.
Additionally page 4 has related content with: The President's Message" "Speeches of Senators Crittenden and Clingman" "Debates In The House" "Plans of the Seccessionists".
