Inside has: "An Act to Abolish the Existing Duties on Spirits Distilled within the United States...". Also: "An Act for the Gradual Increase of the Navy of the United States signed: James Madison.
Sixteen pages, 6 by 9 1/2 inches, scattered foxing, good condition.
