January 11, 1817

NILES' WEEKLY REGISTER, Baltimore, Jan. 11, 1817  The most notable report is the article headed: "Flag of the United States" which is a full column report on altering it, portions including: "...The original flag of the United States was composed of 13 stripes & 13 stars...On the 13th of Jan. 1794 after two new states had been admitted into the union, the national legislature passed an act that the stripes & stars shall on a day fixed be increased to fifteen each...the certain prospect that at no distant period the number of states will be considerably multiplied...the number of stripes...must be limited in its size...to reduce the stripes to the original thirteen...and to increase the stars to correspond with the number of states now in the union--and hereafter to add one star to the flag whenever a new state shall be fully admitted..." with more. 
A very significant report which defines the flag alteration procedure to this day.
Complete in 16 pages, 6 by 9 1/2 inches, very nice condition.

As noted in Wikipedia, this title: "...(was) one of the most widely-circulated magazines in the United States...Devoted primarily to politics...considered an important source for the history of the period."
