It is signed in type: Abraham Lincoln. This is followed by: "Proclamation Of Amnesty By The President" with the full test of the Proclamation signed in type: Abraham Lincoln. And this is followed by: "Report of the Secretary of the Navy". A great front page.
War content on pages 2 & 3 as well.
