July 23, 1862

NEW YORK HERALD, July 23, 1862  Among the front page column heads on the Civil War are: "News From McClellan's Army" "Condition of Affairs in the Camps and on James River" "Stonewall Jackson, with 70,000 Men, Ordered to Oppose Gen. Pope" & more.
But the most notable content is the second Confiscation Act headed: "Special Orders Of The President" "The New War Policy of the Government" "Instructions to the Generals in the Field Relative to the Confiscation Act" "Our Troops to Subsist on the Enemy". This Act called for court proceedings for seizure of land and property from disloyal citizens (supporters of the Confederacy) in the South as well as the emancipation of their slaves that came under Union control.
Eight pages, very nice condition.
