THE SEMI-WEEKLY TIMES, New York, Feb. 3, 1865  Certainly the most notable content is on page 4 headed: "The Abolition of Slavery" which begins: "Congress has decided to submit to the action of the several States an amendment of the
constitution prohibiting slavery forever within the limits of jurisdiction of the United States...the House of Representatives concurred in its passage yesterday..."
with more on the very historic passage by Congress of the 13th Amendment to the Constitution. It would be ratified by the states on December 6, 1865. Further on the report notes: "...The adoption of this amendment is the most important step ever taken by Congress; and its ratification by the requisite number of States will complete the most important act of internal administration performed by any nation for a hundred years..." (see).
Page 5 has another related report headed: "The Popularity of the Constitutional Amendment". And also page 6 has: "The National Capitol - The Vote on the Amendment--The Constitutional Amendment. And most significantly there is lengthy verbatim reporting under "Congressional Proceedings" with the subhead: "The Anti-Slavery Amendment" detailing the discussion in the House of Rep. and including the actual text of the Thirteenth Amendment: "Neither slavery nor involuntary servitude, except as a punishment for crime, whereof the party shall have been fully convicted, shall exist within the United States, or any place subject to their jurisdiction..." with a bit more (see).
Eight pages, never bound nor trimmed so it folds out to a single, large sheet, several folds minimal margin wear, generally nice.
