Page 3 has a report concerning America including: "The People of Maryland having for many years complained of being over-stocked with transported felons, we are happy to inform the public...has proposed a scheme of the Ministry by which the complaint of the colonists will be removed & the unhappy transports will be useful in places where their services are greatly wanted...will leave it to government to transport the felons to our settlements in Africa or Asia..." and more.
