This is one of the most desired & elusive issues of this Boston title to be had, as it contains one of the cherished "pillar cartoons". More typically found in the better circulated "Massachusetts Centinel", these pillar cartoons are considerably more rare when found in the "Independent Chronicle"
The top pf page 3 has a somewhat large illustration headed: "Eighth Federal PILLAR Reared" showing eight upright pillars, each labeled with a state in the order they ratified the Constitution. The last upright pillar is labeled "S. Carolina" signifying that it had just ratified the Constitution. Also shown in the cartoon is a "leaning pillar" labeled "Virginia", with expectation of it being the next state to ratify, and lying on its side is a pillar labeled "N. Hampshire" which had yet to ratify. In actuality New Hampshire ratified 4 days prior to Virginia.
Beneath the cartoon is lengthy covers from the South Carolina Constitution Convention with the various details of the process by which it recently arrived at a vote to ratify, the vote being 149 for ratification, and 73 against it (see).
Complete in four pages, never-trimmed margins, archivally & very discretely rejoined at the spine, very nice condition.
