Page 3 has a significant half-column "Proclamation" signed in script type by the President: Go. Washington, which concerns the Whiskey Rebellion. After the Excise Act of 1791, which imposed substantial duties upon domestically produced distilled spirits, there were sporadic outbreaks of opposition which prompted Washington to issue this  proclamation, condemning activities that tended "...to obstruct the operation of the laws of the United States for raising a revenue upon spirits distilled within the same...". But two years later the situation would escalate into the Whiskey Rebellion.
