The members of the Senate voted 17 pro and 17 con; when GEORGE CLINTON, vice-president of the U.S. gave it the final blow. This issue generated intense debate, and the tie was broken by Vice President Clinton who voted as President of the Senate because of the tie which is rather uncommon.
