AI notes: On November 27, 1941, President Franklin D. Roosevelt did not personally meet with the Japanese envoys, Ambassador Kichisaburō Nomura and Special Envoy Saburō Kurusu, but the day was pivotal in the collapse of U.S.–Japanese diplomacy. On November 26, Secretary of State Cordell Hull had formally presented the envoys with what became known as the “Hull Note,” demanding Japan’s complete withdrawal from China and Indochina and adherence to the principles of nonaggression and territorial integrity—terms Tokyo viewed as tantamount to an ultimatum. By November 27, Washington had concluded that negotiations were effectively exhausted; Roosevelt approved and dispatched a “war warning” to U.S. military commanders in the Pacific, stating that hostile action by Japan was possible at any moment, though the precise target and timing were unknown. The Japanese envoys, still awaiting instructions from Tokyo, were left without any new proposal to present, and diplomatic talks lingered only formally until Japan’s attack on Pearl Harbor on December 7, 1941, eight days later.
