The top of the front page has a four column heading: "Beer by Week End, Congress' Plan" with subheads. (see images) This led the way for president Roosevelt enacting the beer bill 10 days later which legalized the sale of beer and wine.
Complete with 12 pages, light toning and a little wear at the margins, a little irregular along the spine, generally nice.
background: On March 13, 1933, President Franklin D. Roosevelt addressed Congress with a brief yet pivotal message urging prompt modification of the Volstead Act—the federal law enforcing national Prohibition. He wrote, "I recommend to the Congress the passage of legislation for the immediate modification of the Volstead Act, in order to legalize the manufacture and sale of beer and other beverages of such alcoholic content as is permissible under the Constitution; and to provide through such manufacture and sale, by substantial taxes, a proper and much‑needed revenue for the Government." By making legal the manufacture and sale of beer and light wines, FDR linked the policy shift to economic recovery—emphasizing that tax revenue and law‑enforcement relief were urgent needs—thus marking a decisive step toward the eventual repeal of Prohibition.
