Note: The Neutrality Act of 1941, while initially aimed at keeping the United States out of war, was gradually modified and ultimately became irrelevant as the nation shifted towards assisting the Allies and eventually entered World War II. Key changes included allowing U.S. merchant ships to arm themselves and travel to belligerent ports
