Page 5 has: "PROCLAMATION - The President Declares the Ratification of the Fourteenth Amendment by North Carolina" signed in type: Andrew Johnson.
This was one of the controversial Reconstruction amendments, particularly for many of the former Confederate states, which guaranteed citizenship to African-Americans, among other details. Included is the full text of President Johnson's proclamation.
Additionally, pg. 5 also has the swearing in of America's 1st black Lt. Govenor, Oscar Dunn. Both articles on the same page makes it easy to display the most important content.
Also, page 4 has an interesting editorial headed: "The President and the Constitutional Amendment" which begins: "Mr. Johnson's proclamation declaring the ratification by North Carolina of the Fourteenth Constitutional Amendment is a characteristic illustration of the obstinacy and folly which have marked his proceedings on the reconstruction question...".
Eight pages, very nice condition.
