All of pages 1 and 2 are taken up with continued discussion in the House of Lords: "Authentic Debates on the New-England Fishery Bill". This was one of the notable Restraining Acts that would eventually lead to the Revolutionary War.
Page 3 contains Mr. Burke's nine point conciliatory plan, taking over half the page, and including: "That the colonies & plantations in North America...have not had the liberty & privilege of electing & sending knights, citizens & burgresses to represent them in parliament..." and  "That the said colonies have been liable to & bounden by several subsidies, payments, rates & taxes..." and "that the several acts...relating to America be repealed..." and more.
