Page 2 has a letter of introduction to the Congress signed in type by the President: Go. Washington. It introduces a letter from the Secretary of State concerning: "...the vexations and spoliations on our commerce since the commencement of the European war...". The much lengthier letter is that by the Secretary, signed in type: Ed. Randolph.
Four pages, never-trimmed margins, small binding holes at the blank spine, great condition.
