The front page has: "PROCLAMATION" with the subheading: "The President Declares the Ratification of the Fourteenth Amendment by North Carolina", signed in type by the President: Andrew Johnson.
This was one of the Reconstruction amendments which guaranteed citizenship to African-Americans, among other details. Included is the full text of President Johnson's proclamation.
Also of interest inside: "South Carolina - The Legislature--Black vs. White--Demand for the Blacks--Ratification of the 14th Article..." and; "Across the Sierra Nevada - First Passenger Train from Sacramento to Over the Mountains" with much great detail. And: "Negroes in Congress--Letter from Senator Sumner".
Eight pages, a little irregular along the spine, very nice condition.
