The front page has over a full column headed: "The Gold Region - A System of Government Proposed". With the recent gold discovery, Congress wanted to act quickly to make California a part of the Union.
The report begins: "In common with the great mass of my fellow citizens, I have been extremely interested by the various authentic accounts, official & unofficial, which we have received from the gold district in California...".
Four pages, nice condition.
