April 15, 1789
PENNSYLVANIA PACKET & DAILY ADVERTISER, Philadelphia, April 15, 1789 A terrific issue on the very first days of work for the new federal Congress. An item notes that: "...were appointed a committee to meet a committee of the Senate, in order to form rules for the conducting of conferences and for the transaction of business between the two houses...".
There is nice discussion, datelined April 9, of the very first item on the first Congress, that being the raising of revenue for the new government, with various comments from James Madison.
This discussion would ultimately result in the historic Tariff Act of 1789, just the 2nd Act of the new government, much needed to pay for war debts and to maintain solvency. There would be much discussion on the tariffs before it would be approved on July 4, but this report is significant in noting the very beginning of that discussion.
Remember that the House of Representatives first met on April 1, with the first item on their agenda of April 8 being the raising of revenue. This report offers very interesting insight into the founding days of the federal government.
Four pages, a piece from the top margin of the back leaf causes some los to the discussion in the House (see photos), otherwise very nice condition.
