NATIONAL INTELLIGENCER, Washington D.C., Feb. 18, 1817  This issue has a runaway slave advertisement on page 3 headed: "Forty Dollars Reward" with the particulars of: "...a black woman named Phillis, (formerly the property of the late Captain Richard Stonestreet)..." with much detail.
