Fully half of the front page and a third of the back page are taken up with the: "MESSAGE of PRESIDENT JOHNSON" being his annual state-of-the-union address to the nation, a tradition begun with Washington & which continues to this day. It is signed in type at its conclusion: Andrew Johnson.
In his message the President details the various events of the year in much detail.
