The front page begins with a report: "Doctor Franklin told a gentleman...at Paris that when a pacification between America and England should happen, it was the intention of Congress to appoint consuls in Dublin & other sea ports of this Kingdom to superintend all commercial affairs between the subjects of the States and the people of Ireland."
The back page has a report from Parliament noting in part: "...to know how far the treaty with America went, provided the negotiation with France came to nothing?...what terms they had in agitation to obtain a peace, but what would be the consequence with American only provided there was not a peace?...".
Four pages, a bit ragged at the bottom margin, red tax stamp on the front page, never bound nor trimmed.
