The entire front page, all of page 4, and a portion of page 2 are taken ump with the report of the Secretary of State concerning the troubles between the United States and France, known as the XYZ Affair, which would lead to the Quasi-War. It is prefaced with a note signed by the President, John Adams, and signed at its conclusion by Timothy Pickering.
