PORCUPINE'S GAZETTE, Philadelphia, June 8, 1797  Page 2 has a report from "Congress" noting in part: "...Another bill has been brought forward for providing for the protection of the trade of the United States by empowering the President...to cause the frigates United States, Constitution, and Constellation to be manned and employed; & also to procure by purchase...a number of vessels not exceeding nine..." with more.
Four pages, never-trimmed margins, a discrete archival mend to the back page, very nice condition.
