This could well be the definitive issue on the interesting "Citizen Genet Affair", the situation in which Revolutionary France--through its ambassador to the U.S., Edmond Genet--strongly urged the United States to support its cause against the British, nearly causing a diplomatic crisis between the U.S. and France, and resulting in causing Washington to formalize a policy of neutrality with foreign nation.
The entire front page and over half of page 2 are taken up with an exceedingly lengthy letter of: "Mr. Jefferson, Secretary of State, to Mr. Morris, Minister Plenipotentiary of the United States". Gouverneur Morris was America's ambassador to France.
This is a notable letter, dated August 16, 1793, found on various websites, and states the position of the U.S. in the troubling situation. It is signed: Th. Jefferson.
