The middle of the front page has a letter to Congress signed by the President: Th Jefferson, on his concern for a need to raise troops during the present troubling times in Europe. It begins: "The danger to our country arising from the contests of other nations, and the urgency of making preparations for whatever events might affect our relations with the...".
This is followed by half a column headed: "Plan For Raising Troops" which has the details.
Four pages, very nice condition.
