Page 2 has a very historic "Proclamation" signed in script type by the President in which he proclaims that now that the United States Mint is fully operating all foreign coins (Spanish milled dollars excepted): "...will cease to pass current as money within the United States...". The United States now has its own functioning coinage system.
This is followed by a very brief yet notable sentence: "Between the hours of twelve and one, wind and weather permitting, a third attempt will be made to launch the CONSTITUTION Frigate."
Four pages, some foxing, nice condition.
