THE MASSACHUSETTS CENTINEL, Boston, Sept. 24, 1788 The front page has a very historic resolve that was passed by Congress in which the dates for ratifying the Constitution were established. The text of the document, headed "By the United States in Congress, assembled, September 13, 1788", appears at the top of the first column.
The document begins by tracing the origin of this resolve to one of February 21, 1787, and subsequently to one passed unanimously by Congress on September 28, 1787, stating: "...That...the resolutions...be transmitted to the several Legislatures, in order to be submitted to a Convention of Delegates chosen in each State by the people thereof....And whereas the Constitution so reported by the Convention of Congress transmitted to the several Legislatures, has been ratified in the manner therein declared to be sufficient for the establishment of the same...."
The Resolve then lists several dates for the states to ratify the Constitution so that the new Federal Government under the Constitution can convene: "...that the first Wednesday in March next, be the time, and the present seat of Congress the place, for commencing proceedings under the said Constitution."
