One of the more unusual, and decorative, mastheads of the 18th century (see) which lasted less than 3 years from Sept., 1788 to July, 1791. Starting on the front page & taking all of pg. 2 are: "Proceedings in the Congress of the United States" which has interesting content from the beginning years of the federal government.
Four pages, never bound nor trimmed, a minor archival mend at the bottom of pg.. 2, wide margins, good condition.
