Page 3 has one column headings that include: "LISTS 28 GANGSTERS AS PUBLIC ENEMIES" "Chicago Commission Names Capone, Moran, Diamond and Saltis Among Others" "POLICE TO HARASS THEM" and more. (see) Coverage on a list made by Chicago officials trying to intimidate local gangsters including Al Capone. This was the first time the word "Public Enemy" was used. John Dillinger was considered the 1st public enemy but not until 1934.
