THE INDEPENDENT GAZETTEER OR THE CHRONICLE OF FREEDOM, Philadelphia, Aug. 3, 1789  Most of the last column on the front page has the complete text of the Act of Congress which created the State Department, titled: "An Act for Establishing an Executive Department to be Denominated the Department of Foreign Affairs". This was the first executive department created by Congress. A bit later the name would be changed to the State Department (see the hyperlink for more on the history of the State Dept.). This act is signed in type--also on the front page--by both the President and the Vice President: G. Washington, and John Adams (see).
Page 2 contains a letter from General Washington, datelined Mount Vernon, June 22, 1788 which relates in part to the work of the Humane Society (see). Page 3 has: "A vessel arrived here on Saturday last from the Streights which brings a report of the assassination of the celebrated J. PAUL JONES by a British officer in the Russian naval service; but we can collect no particulars of the horrid transaction..." with more (see). This proved to be untrue.
Four pages, great condition, measures 9 1/4 by 11 1/2 inches, and terrific to have this Act creating one of the Cabinet posts printed on the front page.
