Background: The Cold War officially ended on December 26, 1991, when the Soviet of the Republics of the Supreme Soviet passed Declaration № 142-Н, legally dissolving the USSR and recognizing the independence of the former Soviet republics. This formal dissolution followed Mikhail Gorbachev’s resignation as Soviet President the previous evening, during which he handed control of the Soviet nuclear arsenal to Russian President Boris Yeltsin while the Soviet red flag was lowered over the Kremlin and replaced by the Russian tricolor. By self-dissolving on December 26, the Supreme Soviet terminated the Soviet Union under international law, permanently concluding decades of geopolitical tension and nuclear standoff between the Western powers and the Eastern Bloc.
