What makes this revelation exceptionally rare and historically significant is the chilling, recorded transcript released to the press, capturing a Black woman’s precise foresight directly juxtaposed against official systemic negligence. Months earlier, on May 27, Cleveland’s daughter and niece had found one of Dahmer's victims naked, bleeding, and heavily drugged in an alley, yet responding officers accepted Dahmer’s lie that the victim was his lover and was having a domestic dispute. The public exposure of these tapes on August 1 proved that law enforcement’s racial and homophobic biases sparking massive civil rights protests and cementing Cleveland as an extraordinary figure of moral courage who fought relentlessly against institutional indifference.
