Background: The signing of the Social Security Act of 1935 marked a profound paradigm shift in American governance, fundamentally redefining the social contract between the federal government and its citizens. Prior to this legislation, relief for the elderly, unemployed, and impoverished was largely considered the domain of local charities, families, or cash-strapped state governments. By establishing a permanent, federally administered social safety net, the Act codified the idea that the national government had a collective responsibility to protect its citizens from the inherent economic hazards of modern industrial life. Beyond its immediate relief during the Great Depression, the law permanently reshaped the nation’s economic and political landscape. It created a foundational framework of financial security that transformed aging in America—drastically reducing elderly poverty rates over the ensuing decades—while setting a monumental precedent for future social welfare programs, including disability insurance and Medicare.
