The front page features two Acts of Congress and a letter to Congress, each signed in script type by the President; Go. Washington. One is for: "...erecting a light-house on the island of Seguin in the district of Maine...". This is a landmark on the coast of Maine to this day.

Background:In 1794, President George Washington signed an Act of Congress that authorized the construction of a lighthouse on Seguin Island, located at the mouth of the Kennebec River in present-day Maine (then part of Massachusetts). This act was part of a broader federal initiative to improve maritime safety and commerce by establishing navigational aids along the U.S. coast. Seguin Island Lighthouse became one of the earliest federally funded lighthouses in the United States and remains one of the oldest lighthouses in Maine. The lighthouse was first lit in 1795 and has guided ships safely for centuries, symbolizing the early federal government’s commitment to infrastructure and coastal navigation.
