It begins with a: "Speech of his Excellency William Franklin...Governor...of New Jersey". It includes a notable mention: "...It gives me great satisfaction that I have it now in my power to communicate to you an Act for the Repeal of that statute, and to present you with y sincere congratulations on the happy termination of this most important affair..." and much more.
This is followed by two responses to Franklin's speech.
