* Last act of congress ?

Page 3 has an Act of Congress, repealing in part the: "Act Concerning Duties on Spirits Distilled within the U.S..." with more, signed in type by the President: George Washington. This was likely his last document signed as president, March 3, as Adams was inaugurated March 4.
Page 3 also has the full text of President Adams's "Speech" calling for the first special session of Congress in order to consider the worsening French-American crisis. It takes 2 1/2 columns and is signed in type: John Adams.
Four pages, rubbing at a fold causes loss of 2 words in the Adams speech, bit of foxing, bit close-trimmed near the bottom  of page 1 only.
